Whether or not a boy remains in diapers into his adulthood or transitions himself towards wearing underwear, by the time he is 15-16 years old he begins to lose most of his boyish (youthful) attributes by developing muscle tone and sprouting more body hair. He has to start seriously thinking about his forthcoming life as an adult with concerns such as going to college, dating, getting a job, getting married and starting a family, and other responsibilities. His appeal to others as a "diaper boy" is lost, even to his younger sisters if he has any, so it is around this time that he begins to wear pants and thinner diapers in settings where he previously did not don such attire.

As for stopping bedwetting, you've probably already heard these things, but I will list them here anyway. Limit your liquid intake at bedtime and make sure to use the toilet and emptying out your bladder before bedtime. Also limit your intake of caffeinated drinks (e.g. cola, tea) as caffeine is a diuretic, which in turn increases uring production. I hope these tips help, and best of luck to you!

• While the girl is an infant/young toddler, the diapers she wears should be worn discreetly and inconpicuously.
• All diaper supplies for an infant girl shall be kept out of view of any boys in the house. Diaper changes on a girl are not to ever be performed in the presence of a boy. At no time shall a boy ever see his sister wearing a diaper, even if the boy himself is an infant or even a newborn.
• The parents should avoid making any references to an infant girl's diapers or diaper usage in the presence of a boy.
• The parents should make every reasonable, yet determined and dedicated effort to toilet train their daughters before turning the age of three. The process should begin promptly at age two. Panties should always be given as gift for a girl's third birthday, even if she is not ready to wear them just yet. Presenting panties as a gift for her second birthday is also ideal. Do grant her privacy from her brothers if she insists.
• Toilet training should be approached in a fun and lavishly rewarding manner that encourages the girl to use the toilet. She should never be scolded or shamed for accidents while she is in training, though such incidents should be compared to "what boys do." Only when the girl begins to demonstrate that she can reliably use the toilet should a boy see her using it. While the girl may want privacy, her brothers should at least let her brothers see her using the toilet to demonstrate that she can and does use it.
• Girls should be encouraged to use the toilet by continually reinforcing the idea that only boys wear diapers past the age of two. Other incentives, such as getting to wear fun and colorful panties festooned in themes such as a favorite cartoon character, should also be used.
• The girl should be educated on understanding the differences between girls' panties and boys' plain white briefs, the latter of which should be pointed out are more comparable to diapers in appearance and can also continue to function as diapers when worn in multiples. Girls should be taught that their panties, however, are not in any way a substitute for a diaper, and are in fact a symbol of their successful toilet training. Pictures of the garments themselves and the subjects wearing them, along with live samples of each garment should be used for such comparisons.
• Once the girl recognizes the word "diaper" the usage of this word in her presence should be limited only to references to what boys wear for underwear. Her "diapers" shall then only be referenced in such a way to suggest her eventual separation from them, (e.g. "those diapers that you soon will no longer have to wear" or "those diapers that your brothers and other boys will still be wearing when you won't be.") Use words and phrases that describe diapers in a negative tone, such as "those bulky (even if they are thinner diapers), uncomfortable, wet, smelly, boyishly- looking diapers".
• If a girl has a handicap or other disability (including bedwetting) that requires her to wear incontinence protection beyond her infant/toddler years, such garments shall only be worn discreetly and inconspicuously. She should wear loose-fitting pants that obscure any possible diaper bulge, however inperceptible; the same goes for pajamas. Shorts and short dresses should not be worn in order to minimize the risk of exposure. The changing of and the discussion of such garments shall continue to be handled out of view or earshot of any boy who is in her presence. Such garments when worn by a girl with such needs shall never be referred to as "diapers" or "nappies".
• Boys are discouraged from making any inquiries or discussing any matters pertaining to their sisters' incontinence and should be taught that such matters are private and none of their business, regardless of whether she is a newborn, infant, toddler or of any age.
• If a girl must wear protective undergarments for medical reasons, all of her brothers must wear diapers at all times regardless of whether or not they have a medical need for them. All Deekerian rules for boys still apply.

To get to your question on wearing diapers while swimming, I don't imagine it's a good idea to wear a soiled diaper while in a swimming pool (assuming this is a public pool). I know they chlorinate the water to counter the effects of pool pee-ers, but I don't know how effective such measures are against possible fecal contamination. If your diaper always shows through your swimming trunks then you might consider getting a looser-fitting pair in a darker color.

• All girls would have to be toilet trained before turning three (unless a medical waiver from a doctor is granted, in which case their diapers would have to be kept discreet in public)
• Conversely, all boys would remain in diapers and not allowed to use toilets. All boys would have to wear just their diapers unless weather or other circumstances dictate the use of pants.
• All diapers for boys would be plain white only.
• Anyone who harms a cat or does "the unthinkable" would be sentenced to death.
• Cartoons such as Tom and Jerry that depict cats in an unfavorable manner would be banned
• No new movie or TV show could depict anyone doing anything harmful to a cat. Existing movies such as "Christmas Vacation" would have to be edited to not show such objectionable content.
• Similarly, movies such as "Spy Kids" that flagrantly violate Deekerian law would either need to be edited or redone.
• Telemarketing would be abolished completely.
• Rap music would be declared illegal
• I'd try to reinstitute Prohibition, but that obviously didn't work in the 1930s and I concede it definitely would not work now.
• Beer, like cigarettes, could no longer be advertised on TV.
• TV stations could no longer pre-empt regular broadcasting to present sports.

As expected, sites like Google and Youtube get millions of visitors each day. Other sites that are widely known also get a high number of visitors, albeit not in the dozens of millions. For sites such as this one and other sites that cater to a specialty, or niche audience, such as Tiger Underwear, get relatively few hits.

Body hair

Removing his body hair will not only make him look more youthful, but removing the hair around his privates will also make it easier to keep this area of his body cleaner.

Shirt

As a bra is only supposed to be worn by a female it would look hideously out of place and inappopriate on a boy. I'd say just use a shirt and cut it short so that the diapers are fully exposed. The skin that should be exposed the most would be his legs.

Drugs

Since you are a nursing student I'm assuming that you are aware of the effects of using drugs to induce incontinence, so I'd say go ahead and give them a try, but only in moderate doses to see how he responds to them.
